河南省(sheng)进(jin)一(yi)步(bu)降低物流(liu)成本实(shi)施方案

为(wei)贯(guan)彻落实《国(guo)(guo)务院办公厅转(zhuan)发国(guo)(guo)家(jia)发展(zhan)改革委交(jiao)通(tong)运输部关于进一步降低物流(liu)(liu)成本(ben)实施(shi)意见的通(tong)知》(国(guo)(guo)办发〔2020〕10号),进一步降低我省物流(liu)(liu)成本(ben)、提升物流(liu)(liu)效率,制定本(ben)实施(shi)方案。

一、着力降低物流制(zhi)度成(cheng)本

(一)完(wan)善证(zheng)照(zhao)和许可办理程序(xu)。加快推进运(yun)输(shu)(shu)领域资(zi)质(zhi)证(zheng)照(zhao)电子化,推动线上办理签注。优化大(da)(da)件运(yun)输(shu)(shu)跨省(sheng)并(bing)联许可服(fu)务,进一步简(jian)化大(da)(da)件运(yun)输(shu)(shu)车辆过(guo)桥验算程序(xu),2020年(nian)年(nian)底(di)前建立普通干(gan)线公路桥隧技术状况数据(ju)库(ku)。(省(sheng)交(jiao)通运(yun)输(shu)(shu)厅负责)

(二)科(ke)学治(zhi)(zhi)理(li)车辆超限(xian)(xian)超载。建设(she)源(yuan)头(tou)治(zhi)(zhi)超信息(xi)(xi)监(jian)管平台(tai),加大矿山、水泥厂、港口(kou)、物流园区等货物装载源(yuan)头(tou)监(jian)管力(li)度,督(du)促源(yuan)头(tou)企业(ye)(ye)安装出(chu)口(kou)称(cheng)重检测设(she)备并接入源(yuan)头(tou)治(zhi)(zhi)超信息(xi)(xi)监(jian)管平台(tai)。推进(jin)交(jiao)通运(yun)输(shu)、公(gong)安部门治(zhi)(zhi)超联(lian)(lian)合(he)执(zhi)法(fa)常态化(hua)(hua)、制(zhi)度化(hua)(hua),开展“百(bai)吨王(wang)”货车专项整治(zhi)(zhi)行动,持(chi)续实(shi)施(shi)高速(su)公(gong)路(lu)入口(kou)称(cheng)重劝(quan)返(fan)、国(guo)省干线集中治(zhi)(zhi)理(li)、农村公(gong)路(lu)限(xian)(xian)高限(xian)(xian)宽(kuan)等措施(shi),严格(ge)落(luo)实(shi)“一超四(si)罚”措施(shi)。实(shi)行公(gong)路(lu)治(zhi)(zhi)超“黑名单”制(zhi)度,对严重违法(fa)超限(xian)(xian)超载运(yun)输(shu)当(dang)事人(ren)实(shi)施(shi)联(lian)(lian)合(he)惩(cheng)戒(jie)。开展货车生产(chan)(chan)企业(ye)(ye)产(chan)(chan)品(pin)一致性常态化(hua)(hua)监(jian)督(du)管理(li),加强常压液体危险(xian)货物罐车生产(chan)(chan)监(jian)控(kong),逐步淘汰各类不合(he)规车型。(省交(jiao)通运(yun)输(shu)厅、公(gong)安厅、市场监(jian)管局、工业(ye)(ye)和信息(xi)(xi)化(hua)(hua)厅、发展改革(ge)委负责)

(三)维护(hu)道路(lu)货运市(shi)场正常秩序。畅通(tong)投诉(su)举报渠道,建立(li)健全联合执法机制(zhi),严厉打击“黄牛带(dai)车(che)”、暴(bao)力抗(kang)法、干扰执法等(deng)违法行为。依托“12315”投诉(su)举报平台,加强对车(che)辆通(tong)行、停车(che)服务、道路(lu)救(jiu)援等(deng)领(ling)域收(shou)费行为的监(jian)管,规范(fan)道路(lu)货运市(shi)场收(shou)费行为。(省公(gong)安厅、交通(tong)运输厅、发展(zhan)改革委(wei)、市(shi)场监(jian)管局,各(ge)(ge)省辖市(shi)政府、济(ji)源示(shi)范(fan)区管委(wei)会、各(ge)(ge)省直管县〔市(shi)〕政府负(fu)责)

(四)优(you)(you)化城(cheng)市(shi)(shi)配(pei)(pei)(pei)送(song)(song)(song)车辆(liang)通行(xing)(xing)停靠(kao)(kao)管理。加(jia)快郑州、许昌、安阳(yang)、济(ji)源等(deng)(deng)城(cheng)市(shi)(shi)绿(lv)色货运(yun)配(pei)(pei)(pei)送(song)(song)(song)示范工程建(jian)(jian)(jian)(jian)(jian)设(she)(she)(she)进(jin)度,推广应(ying)用新能源配(pei)(pei)(pei)送(song)(song)(song)车辆(liang),鼓(gu)励(li)发展(zhan)共同配(pei)(pei)(pei)送(song)(song)(song)、统(tong)一(yi)配(pei)(pei)(pei)送(song)(song)(song)、集中配(pei)(pei)(pei)送(song)(song)(song)、分(fen)(fen)时配(pei)(pei)(pei)送(song)(song)(song)等(deng)(deng)集约(yue)化配(pei)(pei)(pei)送(song)(song)(song)。坚持区(qu)分(fen)(fen)管理、精准管控,统(tong)一(yi)城(cheng)市(shi)(shi)配(pei)(pei)(pei)送(song)(song)(song)车辆(liang)外观标识,落实(shi)差异化通行(xing)(xing)措施,对(dui)新能源配(pei)(pei)(pei)送(song)(song)(song)车辆(liang)给(ji)予(yu)更多(duo)通行(xing)(xing)便利。支持各地优(you)(you)化城(cheng)市(shi)(shi)道路(lu)交通规(gui)划、城(cheng)市(shi)(shi)综合交通规(gui)划、停车设(she)(she)(she)施专项规(gui)划,补充完善城(cheng)市(shi)(shi)配(pei)(pei)(pei)送(song)(song)(song)车辆(liang)停靠(kao)(kao)接卸(xie)场(chang)地内容,因地制宜建(jian)(jian)(jian)(jian)(jian)设(she)(she)(she)城(cheng)市(shi)(shi)配(pei)(pei)(pei)送(song)(song)(song)车辆(liang)停靠(kao)(kao)接卸(xie)场(chang)地。支持洛阳(yang)、濮阳(yang)、鹤(he)壁等(deng)(deng)城(cheng)乡高效配(pei)(pei)(pei)送(song)(song)(song)试(shi)点城(cheng)市(shi)(shi)在城(cheng)乡配(pei)(pei)(pei)送(song)(song)(song)网络建(jian)(jian)(jian)(jian)(jian)设(she)(she)(she)、标准化示范创建(jian)(jian)(jian)(jian)(jian)、技术模式创新等(deng)(deng)方面(mian)先行(xing)(xing)先试(shi),到(dao)2021年年底,基(ji)本(ben)实(shi)现全省(sheng)城(cheng)乡配(pei)(pei)(pei)送(song)(song)(song)当日达(da)(da)、次(ci)日达(da)(da)。(省(sheng)交通运(yun)输厅(ting)、公(gong)安厅(ting)、住房城(cheng)乡建(jian)(jian)(jian)(jian)(jian)设(she)(she)(she)厅(ting)、商(shang)务厅(ting)负责)

(五)推(tui)进通关(guan)便(bian)利化(hua)(hua)。提高(gao)铁路口岸通关(guan)时效,制(zhi)定(ding)实施(shi)货物(wu)装卸、场(chang)内转(zhuan)运、吊箱移(yi)位、掏箱提箱等作(zuo)业(ye)时限标准。落实航空口岸通关(guan)便(bian)利化(hua)(hua)措施(shi)。推(tui)进口岸作(zuo)业(ye)环节无纸(zhi)化(hua)(hua),减(jian)少(shao)单证(zheng)(zheng)流转(zhuan)耗时。持(chi)续精简进出(chu)口环节监管证(zheng)(zheng)件(jian)和(he)随附单证(zheng)(zheng)。进一步压缩(suo)海关(guan)申(shen)(shen)报前检验(yan)检疫(yi)、申(shen)(shen)报准备等作(zuo)业(ye)时间,推(tui)进“两步申(shen)(shen)报”“两段准入”等通关(guan)改革,优化(hua)(hua)商(shang)品检验(yan)模式(shi)和(he)转(zhuan)关(guan)货物(wu)管理,力争2020年(nian)全省(sheng)进出(chu)口整体通关(guan)时间较2017年(nian)压减(jian)50%以上(shang)。(郑州海关(guan)、省(sheng)发展(zhan)改革委负责(ze))

(六)深化(hua)铁路(lu)市场化(hua)改革(ge)(ge)。争(zheng)取开展(zhan)(zhan)铁路(lu)市场化(hua)改革(ge)(ge)综合试点,通过引(yin)入市场竞争(zheng)机制,探索(suo)开展(zhan)(zhan)投融资(zi)(zi)、规划(hua)建设、运(yun)营(ying)管理(li)、绩效管理(li)、运(yun)输组(zu)织等改革(ge)(ge),吸引(yin)社会资(zi)(zi)本参与铁路(lu)货运(yun)场站(zhan)、仓储等物流设施(shi)建设和运(yun)营(ying)。持续完善铁路(lu)货物运(yun)输价格灵(ling)活调整机制,及(ji)时灵(ling)敏(min)反映市场供求关系。(中国铁路(lu)郑州局集团、中国铁路(lu)武汉(han)局集团、省(sheng)发展(zhan)(zhan)改革(ge)(ge)委负(fu)责)

二、着力降(jiang)低物流要素成本

(一)保(bao)障(zhang)物(wu)(wu)(wu)流(liu)(liu)用(yong)地(di)(di)(di)(di)(di)需求。支持(chi)利用(yong)铁(tie)(tie)路(lu)划拨用(yong)地(di)(di)(di)(di)(di)等(deng)存(cun)量(liang)土(tu)地(di)(di)(di)(di)(di)建(jian)设(she)物(wu)(wu)(wu)流(liu)(liu)设(she)施(shi)。鼓励各(ge)地(di)(di)(di)(di)(di)开展城乡建(jian)设(she)用(yong)地(di)(di)(di)(di)(di)增(zeng)减挂钩(gou)和工(gong)矿废弃地(di)(di)(di)(di)(di)复垦利用(yong)工(gong)作,全方位保(bao)障(zhang)物(wu)(wu)(wu)流(liu)(liu)用(yong)地(di)(di)(di)(di)(di)。对国(guo)(guo)家(jia)(jia)及(ji)有关部(bu)门(men)、省(sheng)级(ji)投(tou)资主管部(bu)门(men)确定的国(guo)(guo)家(jia)(jia)和区域物(wu)(wu)(wu)流(liu)(liu)枢纽(niu)、铁(tie)(tie)路(lu)专用(yong)线、冷链(lian)物(wu)(wu)(wu)流(liu)(liu)基(ji)地(di)(di)(di)(di)(di)、示范(fan)物(wu)(wu)(wu)流(liu)(liu)园区等(deng)重大物(wu)(wu)(wu)流(liu)(liu)基(ji)础设(she)施(shi)项目(mu)用(yong)地(di)(di)(di)(di)(di)予以优(you)先(xian)保(bao)障(zhang);对未纳入重点保(bao)障(zhang)范(fan)围(wei)的物(wu)(wu)(wu)流(liu)(liu)用(yong)地(di)(di)(di)(di)(di),指(zhi)导(dao)各(ge)地(di)(di)(di)(di)(di)加大批而未供和闲置(zhi)土(tu)地(di)(di)(di)(di)(di)处置(zhi)力(li)度,通(tong)过盘(pan)活(huo)存(cun)量(liang)、配置(zhi)增(zeng)量(liang)予以保(bao)障(zhang)。鼓励因地(di)(di)(di)(di)(di)制宜在高速公路(lu)服务区建(jian)设(she)物(wu)(wu)(wu)流(liu)(liu)设(she)施(shi),提高国(guo)(guo)家(jia)(jia)物(wu)(wu)(wu)流(liu)(liu)干线网络集(ji)疏(shu)运能(neng)力(li)。(省(sheng)自然(ran)资源厅、交通(tong)运输(shu)厅、中(zhong)国(guo)(guo)铁(tie)(tie)路(lu)郑(zheng)州局集(ji)团(tuan)、中(zhong)国(guo)(guo)铁(tie)(tie)路(lu)武汉局集(ji)团(tuan),各(ge)省(sheng)辖(xia)市政(zheng)府(fu)、济源示范(fan)区管委会、各(ge)省(sheng)直管县〔市〕政(zheng)府(fu)负(fu)责)

(二)加强物(wu)流(liu)用(yong)(yong)地(di)(di)(di)考核。合理设置物(wu)流(liu)用(yong)(yong)地(di)(di)(di)绩效考核指标,引导企业高效利(li)用(yong)(yong)土(tu)地(di)(di)(di)。在(zai)符合规划(hua)、不(bu)改变(bian)用(yong)(yong)途的(de)(de)(de)前提下,对(dui)提高自有工业用(yong)(yong)地(di)(di)(di)或仓(cang)(cang)(cang)储用(yong)(yong)地(di)(di)(di)利(li)用(yong)(yong)率、容积率并用(yong)(yong)于仓(cang)(cang)(cang)储、分拨(bo)转运(yun)等物(wu)流(liu)设施(shi)建设的(de)(de)(de),不(bu)再增收土(tu)地(di)(di)(di)价款。在(zai)符合城乡规划(hua)和(he)土(tu)地(di)(di)(di)利(li)用(yong)(yong)总(zong)体规划(hua)的(de)(de)(de)基础上,对(dui)利(li)用(yong)(yong)工业企业旧厂房、仓(cang)(cang)(cang)库和(he)存量土(tu)地(di)(di)(di)资(zi)源(yuan)建设物(wu)流(liu)设施(shi)的(de)(de)(de),涉及原划(hua)拨(bo)土(tu)地(di)(di)(di)使(shi)用(yong)(yong)权(quan)转让(rang)或有偿(chang)(chang)使(shi)用(yong)(yong)的(de)(de)(de),经批准(zhun)可采取协议方式办理土(tu)地(di)(di)(di)有偿(chang)(chang)使(shi)用(yong)(yong)手续。(省自然资(zi)源(yuan)厅,各(ge)省辖市政府、济源(yuan)示(shi)范区管委会、各(ge)省直(zhi)管县(xian)〔市〕政府负责)

(三)拓宽(kuan)融(rong)(rong)资渠道。支(zhi)(zhi)持(chi)国(guo)家物(wu)(wu)(wu)流(liu)(liu)枢(shu)纽(niu)、国(guo)家骨干冷链物(wu)(wu)(wu)流(liu)(liu)基(ji)地等重(zhong)大物(wu)(wu)(wu)流(liu)(liu)基(ji)础(chu)设施项目(mu)申(shen)报中(zhong)央预算内投(tou)资,加(jia)大地方政府专项债(zhai)(zhai)券支(zhi)(zhi)持(chi)城乡冷链等物(wu)(wu)(wu)流(liu)(liu)基(ji)础(chu)设施建设力度。引导金融(rong)(rong)机构加(jia)强对(dui)物(wu)(wu)(wu)流(liu)(liu)企(qi)业(ye)的融(rong)(rong)资支(zhi)(zhi)持(chi),鼓励(li)规范发(fa)展供应(ying)链金融(rong)(rong),依托核心企(qi)业(ye)加(jia)强对(dui)上下(xia)游小微(wei)企(qi)业(ye)的金融(rong)(rong)服务(wu)。鼓励(li)物(wu)(wu)(wu)流(liu)(liu)企(qi)业(ye)主(zhu)动对(dui)接(jie)中(zhong)介(jie)机构,发(fa)行(xing)合适的债(zhai)(zhai)务(wu)融(rong)(rong)资工具,支(zhi)(zhi)持(chi)物(wu)(wu)(wu)流(liu)(liu)企(qi)业(ye)在资本(ben)市场挂(gua)牌上市。发(fa)挥“信豫融(rong)(rong)”融(rong)(rong)资综(zong)合信用(yong)服务(wu)平台作用(yong),推广“信易贷(dai)”模式。(省(sheng)发(fa)展改(gai)革委、财政厅、人行(xing)郑州中(zhong)心支(zhi)(zhi)行(xing)、河(he)南银保监局(ju)、国(guo)开行(xing)河(he)南省(sheng)分(fen)行(xing)负(fu)责)

(四)完(wan)善(shan)风险补偿分担机制。鼓励财(cai)产(chan)(chan)保(bao)险公司开发物(wu)(wu)(wu)流企业融资保(bao)证(zheng)保(bao)险产(chan)(chan)品,为物(wu)(wu)(wu)流企业融资提供(gong)增信支持;聚焦物(wu)(wu)(wu)流企业在企业财(cai)产(chan)(chan)、货运(yun)损失(shi)、民(min)事责(ze)任等(deng)方面(mian)的风险保(bao)障需(xu)求,开发综(zong)合(he)保(bao)险产(chan)(chan)品,为物(wu)(wu)(wu)流企业提供(gong)综(zong)合(he)保(bao)障。(河南银保(bao)监(jian)局负(fu)责(ze))

三、着力(li)降低(di)物流(liu)税费成本

(一)落实物(wu)(wu)流(liu)(liu)领(ling)域税(shui)(shui)费优惠政(zheng)策(ce)。落实企业或个人购买挂车(che)车(che)辆购置税(shui)(shui)、物(wu)(wu)流(liu)(liu)企业大(da)宗商品仓储设施用(yong)地(di)城镇土地(di)使用(yong)税(shui)(shui)减(jian)半(ban)征(zheng)收等(deng)税(shui)(shui)收政(zheng)策(ce)。自(zi)2019年4月1日(ri)(ri)至2021年12月31日(ri)(ri),符合条(tiao)件的物(wu)(wu)流(liu)(liu)辅助服务(wu)业纳税(shui)(shui)人按照当期可(ke)抵(di)扣(kou)进(jin)项(xiang)税(shui)(shui)额加计10%抵(di)减(jian)应纳税(shui)(shui)额。自(zi)2020年1月1日(ri)(ri)至12月31日(ri)(ri),对纳税(shui)(shui)人提供公共交(jiao)通运输服务(wu)、生活服务(wu),以及为居民提供必(bi)需生活物(wu)(wu)资快(kuai)递收派服务(wu)取得(de)的收入,免征(zheng)增值税(shui)(shui)。(省财政(zheng)厅、税(shui)(shui)务(wu)局负责)

(二)降(jiang)低公(gong)路(lu)通(tong)(tong)(tong)行(xing)(xing)(xing)(xing)成本。深化收费公(gong)路(lu)制度改革,实施高(gao)速(su)公(gong)路(lu)货车差(cha)异化收费政(zheng)策,引导(dao)车辆(liang)在拥堵路(lu)段(duan)(duan)、时段(duan)(duan)科(ke)学(xue)分(fen)流(liu),进一步提(ti)高(gao)通(tong)(tong)(tong)行(xing)(xing)(xing)(xing)效(xiao)率。加强(qiang)取消(xiao)高(gao)速(su)公(gong)路(lu)省(sheng)界收费站后的(de)路(lu)网(wang)运行(xing)(xing)(xing)(xing)保(bao)(bao)障,确保(bao)(bao)不增加货车通(tong)(tong)(tong)行(xing)(xing)(xing)(xing)费总体(ti)负(fu)担。严格(ge)落实鲜活(huo)农产品(pin)“绿色”通(tong)(tong)(tong)道政(zheng)策,对整(zheng)车合法(fa)装载运输(shu)鲜活(huo)农产品(pin)的(de)车辆(liang)免收车辆(liang)通(tong)(tong)(tong)行(xing)(xing)(xing)(xing)费。(省(sheng)交(jiao)通(tong)(tong)(tong)运输(shu)厅、财政(zheng)厅、发展改革委(wei),各(ge)省(sheng)辖市政(zheng)府(fu)、济(ji)源示范区管(guan)(guan)委(wei)会、各(ge)省(sheng)直管(guan)(guan)县(xian)〔市〕政(zheng)府(fu)负(fu)责)

(三)降(jiang)低(di)铁(tie)(tie)路航空(kong)货(huo)运(yun)(yun)收(shou)费(fei)(fei)(fei)(fei)。推(tui)动优化中欧(ou)(ou)班(ban)列(郑州(zhou))运(yun)(yun)输(shu)组织,加强资源整(zheng)合,实(shi)(shi)施郑欧(ou)(ou)国(guo)际货(huo)运(yun)(yun)班(ban)列“一(yi)干(gan)三支”铁(tie)(tie)海公(gong)(gong)多(duo)式联运(yun)(yun)示范(fan)工程,推(tui)动中欧(ou)(ou)班(ban)列多(duo)式联运(yun)(yun)综(zong)合服务平(ping)台建(jian)设,进一(yi)步降(jiang)低(di)开行(xing)成本。大力推(tui)行(xing)大宗(zong)货(huo)物“一(yi)口(kou)价”运(yun)(yun)输(shu),严格(ge)落实(shi)(shi)铁(tie)(tie)路专用线领域(yu)收(shou)费(fei)(fei)(fei)(fei)目(mu)录清单和公(gong)(gong)示制度(du)。落实(shi)(shi)铁(tie)(tie)路货(huo)运(yun)(yun)价格(ge)和收(shou)费(fei)(fei)(fei)(fei)管(guan)理(li)规定,对(dui)部分货(huo)运(yun)(yun)杂费(fei)(fei)(fei)(fei)项(xiang)目(mu)实(shi)(shi)行(xing)阶段性减半收(shou)费(fei)(fei)(fei)(fei)政策,运(yun)(yun)杂费(fei)(fei)(fei)(fei)迟交金收(shou)费(fei)(fei)(fei)(fei)费(fei)(fei)(fei)(fei)率由3‰降(jiang)至1‰,取(qu)消货(huo)物运(yun)(yun)输(shu)变更手续费(fei)(fei)(fei)(fei)。将机(ji)场货(huo)站运(yun)(yun)抵(di)费(fei)(fei)(fei)(fei)归并纳入货(huo)物处理(li)费(fei)(fei)(fei)(fei)。(省发展改革委、交通运(yun)(yun)输(shu)厅、财政厅、市(shi)场监管(guan)局(ju)、中国(guo)铁(tie)(tie)路郑州(zhou)局(ju)集团、中国(guo)铁(tie)(tie)路武汉局(ju)集团负责)

(四)规(gui)范口岸(an)收费(fei)。完善口岸(an)收费(fei)目录(lu)清单并动态更新。推(tui)行口岸(an)收费(fei)“一站式阳光(guang)价(jia)格(ge)”,提高收费(fei)透明度。引导和规(gui)范口岸(an)运营单位(wei)等合理(li)调整(zheng)收费(fei)标准,鼓励采(cai)取包干(gan)方(fang)式收取费(fei)用。(省发展改革委、财政厅、交通(tong)运输厅、郑州(zhou)海关、省市场监管局负责)

(七)降低货(huo)车(che)(che)定位(wei)(wei)信(xin)息(xi)成(cheng)本。鼓励货(huo)车(che)(che)生(sheng)产企业按规(gui)(gui)定对出厂货(huo)车(che)(che)安装卫星定位(wei)(wei)装置,任何(he)单(dan)位(wei)(wei)不(bu)得要求(qiu)货(huo)车(che)(che)用户重(zhong)复安装。落实(shi)国家有(you)关货(huo)运车(che)(che)辆定位(wei)(wei)信(xin)息(xi)服务商收费规(gui)(gui)定,减轻货(huo)运车(che)(che)辆定位(wei)(wei)信(xin)息(xi)成(cheng)本负担。(省工(gong)业和信(xin)息(xi)化厅、市场(chang)监管(guan)局、交通(tong)运输(shu)厅负责)

四、着力降低物(wu)流综(zong)合成本

各地、各有关部门要充分(fen)认(ren)识物流降(jiang)本增(zeng)效对(dui)促进产业(ye)链(lian)供应链(lian)稳定和(he)加快构建以国内大循环为主、国内国际(ji)双循环相(xiang)互促进新发(fa)展格局的(de)重要意(yi)义(yi),加强组(zu)织(zhi)领(ling)导,明确任务分(fen)工(gong)(gong),认(ren)真落(luo)实(shi)各项(xiang)政策措施(shi),扎实(shi)推进各项(xiang)工(gong)(gong)作(zuo)(zuo)。省服(fu)务业(ye)发(fa)展工(gong)(gong)作(zuo)(zuo)领(ling)导小(xiao)组(zu)要充分(fen)发(fa)挥作(zuo)(zuo)用,加强工(gong)(gong)作(zuo)(zuo)指导,及时(shi)总(zong)结(jie)推广(guang)降(jiang)低物流成本典型(xing)经验(yan)做法,协调解决工(gong)(gong)作(zuo)(zuo)中存在(zai)的(de)问(wen)题,确保各项(xiang)政策措施(shi)落(luo)地见效。
